I just can't believe that in this day and age we don't have the technology for a more effective non-lethal procedure for subduing these guys, like a net gun that just shoots a net over them instead of putting a hole in them

"Non-lethal" projectiles are designed to be effective over moderate distances for the purposes of riot suppression, but the projectiles are often not very aerodynamic, so it is necessary to have an initially high muzzle velocity, as the drag coefficients lead to rapid deceleration. Thus, they can be lethal in close quarters. Multiple people have been killed with rubber bullets and bean bags.

And that leads to the problem with your net gun. The net is going to have to be designed to slowly open over it's projected arc so that it properly envelopes the target. But an unfurling net is going to have more and more effective surface area as it travels, so it's going to slow down . Not only that, but it's going to have to be of a design that reliably generates a shear force to properly open the thing in the first place, and that just complicates matters. My point is. if you want a net gun to be effective at 30 meters, if it is fired at someone 10 feet away, they are going to have a bad time.
