Friend of mine from India who emigrated to the USA (now he's a psychiatrist) used to drive a car with bald tires and other safety hazards, his dad later said "I thought you would have a wreck in that car..."

Asia and poor infrastructure, regulations, upkeep go hand and hand. It's as if considering peoples' welfare(outside their own family) to many there, is a foreign concept.
