In Brazil it's really common to see small toddlers up to 4 years old wandering around the favela streets, places which can transmit diseases, various broken glasses, unstable dogs and verbal violence exposed.

Well a lot of kids grow up without parents, or at least without good ones. Many kids are left to navigate life on their own and figure out major do's and don'ts of life. It's hard to blame a kid that age when you know that he probably didn't have someone giving him much guidance in life and was only having fun doing exactly what the other kids also thought was a good idea.
