They're all impoverished. Most of them work all day long just for a single meal, meanwhile someone else wants to chill and take their shit. These people are essentially in a constant life or death situation, and LITERALLY living day to day. Even if you wanted to nix a finger/hand as the penalty, the thief will try it again tomorrow with the other hand. Rural African/Middle Easterns will burn a motherfucker for stealing, and turn around and feed a random tourist their last morsel of food. |
