the tyres are insulated the problem arises when a person touches both the ground and a live vehicle - if they jump free from the live vehicle before touching the ground, they will be safe. in this case the insulating properties of the tyres are wasted, because the victim is the conductor between the live vehicle and the ground |

You can see arcing and smoke coming from the back two tires around the 5 second mark. Current is flowing through them. More current is flowing through the man since he is the path of least resistance but there is still current flowing through the two back tires, which couldn't happen if they were insulators. Tires are poor conductors but they are not insulators due to the carbon black used as a stabilizer in them. This is something I just learned here a few weeks ago.
