If Mexican cartels paraglided into Burning Man and had gone on a murder and kidnapping spree, then fleeing to Tijuana and hiding among the civilian population, does anyone think the U.S. response would be any different from what Israel has done in Gaza?

They definitely need to question the family members to conduct the investigation, but detaining them implies they are being held beyond questioning as though they are likely to receive charges. Being held in any jail is definitely a punishment. It’s just a backwards approach at the cost of probably innocent family members. Normally they would discover a connection between the family member and the crime and then go arrest him. Here they’re arresting family members on assumption that they’re gonna find a connection and it’s not likely all of them if any of them will be linked to the attack. They are administering group justice onto the attacker’s family surely to put that fear into potential future terrorists.

They are detaining them for questioning, in case of terror attack. Those are Israeli Muslim citizens, not Palestinians, so they are arrested by the Police not IDF and detained or released based on investigation needs.
