sand storm and thunder storm need time to occur / form, am I right? If yes, how come there's no warning call and stop works immediately?

Working at height, the workers are suppose to wear PPE (Personal Protective Equipment) with safety helmet, belt and a hook that secured onto the car cage. If they drop out that mean they didn't wear 1 or coincidentally they have hook on the broken car cage portion. It is not wrong to stay near the supporting cables as its suppose to be the strongest portion of gondola system provided they hook to the cables.

I wonder how long this sandstorm lasted. Google says they can last several minutes up to several hours. Even if they had been in a better position like the center of the scaffolding, imagine being violently spun around for hours.

Laying down directly in the middle might have been the best bet for survival Instead each side they were both at. The middle of the bridge schemed stable to just hang on for a better chance |
