Indian Labourer Decapitated After Coming Into Contact With High-Voltage Line
In Kanpur, Uttar Pradesh state, a labourer, I., was decapitated after coming into contact with an 11,000-volt line while installing shutters on an under-construction house.

Questions for those who've worked in the industry or otherwise are in the know: is it typical to have anything like 11,000-volt lines exposed like they are here in residential/business areas such as this in developed western countries? What about differences in safety measures?

Not only that, but considering the number of people who die from touching these things, isn't the government doing ANYTHING to stop this epidemic?

I can't help feel that Electric Six's Danger High Voltage video intercut with the electrocutions would be the most appropriate tribute to the winners of these Darwin Awards.
