I don't know the state of the water, but surely it would be easier to just swim across from the wreckage to the shore than to climb up a rickety bit of fence / railing in some kind of upside down sideways loop to get back up to the top.

Apparently the bridge had just reopened after some sort of restoration or refurbishment and everyone was so excited they all rushed out of the bridge.

some info:

bridge over 100 old
renovation works halted 2-3 weeks ago
perhaps this has to do with the renovators not receiving a certification
however it was opened cos of a celabration day, in Morbi they celebrate morbid
ticket sale was done by the local state officials (only one source (the oldest) said it was done by the firm)
500 on bridge, 300 is max, as some where kicking the lateral cables
