A 37-year-old woman has been shot in the head while in her car, by an ICE agent in the city of Minneapolis.

The woman was shot as she drove away from officers in a residential area in downtown Minneapolis.

Homeland Security Secretary Kristi Noem described the incident as an "act of domestic terrorism" carried out against ICE officers by a woman who "attempted to run them over and rammed them with her vehicle" and that the agent acted in self defence.

But Minneapolis Mayor Jacob Frey called that "bullshit".

"What they are doing is not to provide safety in America. What they are doing is causing chaos and distrust. They're ripping families apart. They're sowing chaos on our streets, and in this case, quite literally killing people."

Minneapolis Police Chief Brian O'Hara also spoke to media, and unlike federal officials, gave no indication the woman was trying to harm anyone.

"This woman was in her vehicle and was blocking the roadway on Portland Avenue. At some point a federal law enforcement officer approached her on foot and the vehicle began to drive off." the chief said.

The victim has been identified by a U.S. official as 37-year-old Renee Good. According to two federal sources, she was a U.S. citizen. City leaders said she was a legal observer of federal actions in the city and wasn't a target for an ICE-related arrest.

I think its a bit more complicated than that, but yes that is a key issue.

The fact that her front wheels were turned to the right and the vehicle turned to the right such that it was not going to run him over is going to make proving the necessity of shooting quite difficult I think.

Unless there's clear evidence the shooting was premeditated such as a verbal or written statement I doubt they'll pursue a charge albeit maybe for a political statement.

There are examples where officers have been charged without proof of "premeditation" so I don't think your opinion is consistent with known facts.
