It seems to me that US security forces are very unprepared; these types of incidents always happen. It's something that needs to be discussed in the country. Clearly it was murder, because the police officer wasn't run over and wasn't even at risk of being run over; he was outside the route of the car at the time of the shooting.

As for moderation, Ved has this handled. Threads like this get heated fast and he has way more experience than I do managing that side of things.
