I'm guessing the driver set them up or they recognized him from somewhere; the driver maybe worth more alive or his death would not be worth the backlash.

Someone below him said he is a cab driver. Maybe there was an open contract to all cab drivers in the area; regarding the delivery of 1 or more marked targets. Or they simply were showing mercy on a civilian.  |
