We see it in African countries and over here in the American Continent (Jamaica & Haiti).

You have a point, we don't often see Latinos using flaming tires, instead preferring mass beheadings / castrations. And flaming tires might be a GENETIC thing, unless automobile / oil age Africans have traveled
to Haiti to educate them on the finer aspects of flaming tire assassinations...
