My guess is he didn't have his own gun or access to one outside of the firing range, so he went to finish himself off.

Of course he should. It's on camera - it's not as if what happened is in question. The range master has to secure the range - safeties and ejecting rounds from chambers (the girl's chamber was already empty - the slide was open since her last shot).
