Because he's already dead, notice the lack of blood loss, the agonal breathing, the glazed eyes. He's been dead for at least a minute.

He is already DEAD,he is having agonal respirations. If you look at his chest you can see it's not rising, he is not taking in any thing.They are purely reflex. And he was probably down past the point of saving. The last time I helped an undertaker pick up one of our deceased patients when we rolled him to his side he let out a long, loud moan(the resident-not the undertaker) Anyway-I was not expecting it,have not heard anything like that in years and I almost pissed my pants-then I laughed. It's what we do. I was laughing at myself I guess. It really did startle me and freak me out.Then when we tried to lift and slide him to the stretcher he was heavier then we thought-the guy dropped his side and the man's poor head hit the edge of the metal -it sounded like the "Iron Chef" show. THAT was a bad day.

They probably didn't have the ability to 'mend' him. Besides, the most humane thing would be to just let him go. I think they laughed because they were nervous or uncomfortable actually.
