Artery bleeds will finish someone within minutes, there is no emergency service that could deploy, travel and treat in that time frame .. the reality is they respond to collect a corpse

Clearly you have no idea how quickly a person can die from a severed jugular. Unless EMS was right around the corner, this guy had no chance of surviving that.
