Probably just a delayed reaction and little bit of the bystander effect. People in groups usually try to gauge a situation by how everyone else is acting and reacting. The guy that got shot didn't really react like he just got shot (probably because he didn't realize it yet) he looked like someone who was waiving off some random asshole that popped off a shot in the air or something. I bet once he hit the ground, they realized the situation was serious.
