This is clearly some shithole where people do this in broad daylight right in front of everyone. I doubt anyone had a gun because they can't afford one.

But I agree, I'd have shot the dude as soon as he grabbed the rebar. Where I live, not only can I use my guns for my own defense...I can also use it in defense of others.
