Girl's fall is consistent with a head shot, I believe the bullet ricocheted inside the guys skull and deviated towards the girl's head, they fell simultaneously. A "skull fragment" like DocuRealMoose said would not hit her so quickly and would have made her react quite differently.

I can’t imagine that this is just a hit to the legs… not how she falls and doesn’t move AT ALL.
