The "many people were on the ELYROS deck for a smoke and witnessed the incident clearly" surely had access to floats/ropes/etc to try to rescue the idiot, but rescue attempts apparently didn't happen by them either.

And you must be fucking blind. I'd love to hear at which point in the video that the guard pushes him into the water, because he doesn't. Unless I'm hallucinating the "guard" pushes him in an obvious attempt to get him clear of the ramp and he falls over then rolls off the ramp all by himself. That is what is happening here.
