I think most people would have a hard time registering that, and God only knows how most people would react.
He definitely shouldn't have put his hands anywhere near his pockets, but I don't think he fully realized or registered what was going on either.

The Cops reaction says a lot. The reason he kept ruffling through the guys pockets, instead of administering first aid, is he was so concerned about finding a weapon to justify the shooting.

The Cop had his gun out as soon as he exited the vehicle. I don't know, where I live you just don't see that

He was shot in the chest. After walking away from police. After, without a reasonable doubt, seeing that there is a cop with a gun drawn commanding him and continuing to walk away. After obscuring his hands and continuing to walk away WHILE he sees the cop, WHILE the cop's gun is drawn, WHILE keeping his hands obscured in a posture that looks like reaching into the waistband.

You think it's wrong that they can arrest you on the spot? Tough shit. Fight it in court. If you place looking tough ahead of staying alive then you need to work on your self-preservation

Apparently, you’re not allowed to show any confusion, hesitation, or question why the fuck someone has a gun in your face the second you turn around.

I walked down the street next to mine here in the UK by mistake because I was so high from a hotboxing sesh, and there just so happened to be some police patrolling the area. They stopped me, asking if I lived locally, but assured me I had nothing to worry about. I told them I was literally a street away and they said it was just a little odd I seemed a little disorientated walking up the street, only to backtrack again.

If this was the US, I’d be buried underground right now. How fucked it is that?

There is no way this wouldn't have ended up in his demise. If he'd reached for his EarPods straight away, he'd be dead due to "erratic movement". If he just stood still with arms raised, he'd be dead because he "failed to comply, arousing suspicion". The dude was dead regardless.
