The hair cutting or head shaving is a way to deeply shame a woman in many cultures.
Since the drug dudes did this, I would assume they let the girls live. No reason to shame a woman if you are going to kill her.
I would imagine that the religion was Catholicism as women are meant to use their long hair as a "head covering".
