The hair cutting or head shaving is a way to deeply shame a woman in many cultures.
Since the drug dudes did this, I would assume they let the girls live. No reason to shame a woman if you are going to kill her.

50% disagree with you...nearly true. People did the same to a lot of women who've been with german soldiers during occupation, after WW2. Some of those women have been hanged after that... Some others, have been more lucky.That's what my grand mother says sometimes...
