I legit am not trying to be sarcastic and honestly wondering... why aren't police trained more on how to shoot the legs out from under people? Like... if you aimed just a couple of degrees down, you could easily neutralize a target with a friggen' bat. I know the chest is bigger and easier to hit, but damn..
