Two criminals robbed a gas station, one veteran cop was around and noticed the act, he then waited for the best moment and told the robbers to "freeze" but they did not comply, so he opened fire killing the driver and hitting the passenger in the leg, at the femoral artery.

Not so sure about the "freeze" part but this was a good moment to forget procedures. Award the cop a medal I would say.
