President Guillermo Lasso of Ecuador announced a decree on April 1 that lifts a 12-year-old ban on civilians carrying firearms. Since this victim clearly got on the wrong side of *someone*, I would have had everyone in my family packing....just in case. His oversight was particularly costly.
