You know, I thought the same thing myself. But the more I watch it frame-by-frame I think the gun went off (cop accidentally [adrenaline] pulled the trigger) and the cop didn't expect it, so his arm (fully extended) probably was very loose and the recoil made his arm fly back. The kid starts to drop to the ground before the cops arm swings back. He couldn't have been anticipating a blow because his back was towards the cop the whole time.

Too many kids in this part of the world - too much procreation. Perhaps the cops should just randomly shoot a quota of them every day - no particular excuses needed. Now northwestern Europe has better sense - most nations there are procreating at a rate that is insufficient to even replace the existing population. Polar bears, elephants, wolves, bison, etc. rejoice. A start is being made toward denting the planetary human overpopulation.

You have a need to worship authority figures, I think. So does running a stop sign allow a cop to shoot you? to hit you with a gun on the head? He was an idiot and should not have been allowed to carry a gun or at least not allowed to have bullets in it. He could have one in his pocket, maybe.

This cop was indeed foolish, having a gun out whilst chasing two cuffed teens that shoplifted is very over the top.
I do stick to my point though that the kids should not have run away, that's escalating a situation that isn't woth escalating.
