I'm been to the Dominican Republic, Jamaica, multiple places in the Caribbean. Those speed bumps are on every highway, it's intended to be a method to control speeding. It has to be distracted driving, I would have to assume anyone who has driven those roads know what they are dealing with and should fully expect those slow downs every couple miles or so.

probably had a heart attack or fell asleep or something, was no attempt to break. This stuff can happen to anyone, thats why in 20 years time from now car will not have steering wheels and be fully automated, and we'll all be wondering why the fuck we was all allowed to drive these killing machines in the first place.
