Thats how it is in many asian countries. they dont fully equip a department to be prepared in all necessities. Firemen are equipped with things only to fight fires not with medical stuffs. ambulance equipped with medical stuffs but nothing to fight fires.

if firemen find someone still alive, they make do with what they have until the ambulance arrived. if an ambulance find a victim aflame, they cant do nothing until the firefighters arrive.
