Lapu-Lapu City, Cebu province. The deceased was identified as 30-year-old Roger C.V., whilst the driver of the Toyota car, 24-year-old Norhan I.M., was arrested.

Looks to me like the biker came across into opposing traffic? There aren't any painted lane dividers, but the concrete panels seem clear enough. So why arrest the car driver?  |

Motorcyclist tried to overtake the other motorcycle and went into the opposing lane. Seems that Toyota driver should only be charged if he was intoxicated.

Roger was overtaking the other rider without looking what's coming from the opposite side so weird the motorist got arrested. |
