The car preceding the Kia also straddled the center of the road. My guess is the cars are often out-of-lane passing scooters. Passing on that curve was just stupid.

Looks like the victim saw the Kia coming in her lane, and made panic errors of a hard right handlebar steer and left foot push. Those motions veered her scooter to the right and dumped her on the road in the path of the Kia. She should have leaned hard to the right. Doing so would have crashed her into the guiderail, which offered a better chance of survival.
