How I understand it from an article that was in Men's Journal last year, is that the cartels that go and kill people who have not messed with the drug trade or stolen money are to be left alone. One cartel, maybe the Zetas, killed a few tourists and the Golfo cartel killed a bunch of their guys, dismembered them, and left a note that said basically "Stop hurting people who have nothing to do with us. We aren't thieves and pirates, we are in the drug business, and everytime you kill someone who isn't fucking with us, we are going to kill some of you" That's the general idea, not close to a quote, but that was the idea of the article.
