The OP clearly stated the cause of the attack is not clear; could have been a hunt or could have been a provocation. Maybe read up on shark attacks and report back.

Poor man and how harrowing for the onlookers  I've snorkelled in the Red Sea three times. Twice in Hurghada and once in Taba. I was acutely aware sharks were in those waters and although was really enjoying the experience, part of me was very on edge. It's a huge risk you take. |

Sharks are APEX predators. This is what they do. I doubt the poor bloke was elbowing the shark in the water, just to annoy the shark.
