The number of criminal groups has multiplied in recent years as Ecuador became a key hub for global cocaine trafficking, where a large portion of Colombian production arrives.

Los Choneros, Los Lobos, Los Tiguerones, Los Fatales and other diverse names for criminal gangs born in Ecuador are behind the escalation of violence that has led the government to declare them terrorist groups, with a history of hegemony, betrayal, and rivalry for control of drug trafficking and other illicit activities like extortions.

The number of these gangs has multiplied in recent years as Ecuador has become a key point for global cocaine trafficking, where a large portion of Colombia's cocaine production arrives and is then sent through its ports and coasts to supply Mexican cartels and Eastern European mafias.

The oldest and largest gang is Los Choneros, whose leader, drug trafficker José Adolfo Macías Villamar Fito, escaped weeks ago from the Guayaquil Regional Prison, where he was serving a 34-year prison sentence imposed in 2011 for drug trafficking, organized crime, and homicide.

The Choneros emerged in 1998 in the city of Manta and were initially dedicated to micro-drug trafficking, led by Jorge Bismark Véliz España, nicknamed Chonero or Lieutenant España, whose wife and children were murdered by Los Queseros, the rival gang, sparking a war that ended with the latter's extermination.

By 2003, Los Choneros had completely taken over the drug trafficking route in the province of Manabí, located on Ecuador's central coast, and were responsible for smuggling drugs from Colombia, according to a recent police report.

However, 'Lieutenant España' was murdered in 2007 and Jorge Luis Zambrano González Rasquiña assumed leadership of Los Choneros, under whose command the gang grew to practically control drug trafficking in the country and diversified its criminal activity to also include extortion, robbery, arms trafficking, and contract killings.

Even from prison, Rasquiña managed to lead the gang and expand its operations, recruiting other criminal groups that operated as cells in different parts of the country and reported to him, such as Los Tiguerones, Los Lobos, and the Chone Killers, according to investigations and reports from the Ecuadorian National Police.

This hegemony of Los Choneros was broken in late 2020, when Rasquiña was murdered, sparking a bloody war between the various gangs to gain control of organized crime in Ecuador.

That war has so far left more than 450 prisoners murdered in Ecuadorian prisons in a series of prison massacres, while street killings have also been frequent since then.

Los Choneros' leadership was assumed by Fito, leader of Los Fatales, and Junior Roldán 'JR', leader of 'Los Águilas', but after the latter's murder last year in Colombia, the former became the absolute leader of the organization.

At the helm, the Chone Killers, Los Tiguerones, and Los Lobos are seeking to emancipate themselves from Los Choneros and gain greater control over their criminal activity. This alliance allegedly received funding from alleged drug trafficker and money launderer Leandro Norero, who was murdered in prison in 2022.

Norero's death has revealed the Metástasis case, the largest anti-corruption operation in Ecuador's history, a network of alleged judicial, police, and prison corruption. Among those charged are the now former president of the Judicial Council, Wilman Terán, as well as prominent magistrates.

This had already been warned about months ago by the police, who in a report indicated that Los Tiguerones, who had emerged as an armed wing of Los Choneros, had managed to "penetrate state institutions such as the Judicial Council, the Attorney General's Office, the National Police, the Armed Forces, and local governments."

Currently, Los Lobos are the ones who have gained the most influence, compared to Los Choneros, who have a significant presence across much of Ecuador.

In this process, these organizations have forged links with Mexican cartels such as the Sinaloa and Nueva Generación cartels, as well as with the Balkan mafia, turning the Ecuadorian coast into a launching pad for cocaine sent to North America via boats and semi-submersibles, and infecting containers of exported goods to Europe, primarily from the ports of Guayaquil and Machala.

The growth of Ecuador's primary sectors such as bananas and shrimp, along with the lack of controls, have made it easier for drug mafias to export drugs, while Ecuador's dollarized economy helps launder illicit money.

The power of these gangs has increased in recent years, and prisons have practically become their headquarters. President Daniel Noboa's government decided to declare an "internal war" against them and label them terrorist groups in an attempt to rein them in.
