The Commercial Exchange Building is a historic 13-story Renaissance Revival/Beaux-Arts structure located at 416 West 8th Street in Downtown Los Angeles. Completed in 1924, it originally served as an office tower, and is now home to the popular Freehand Los Angeles hotel.

Yeah, it was a bit confusing because of surveillance video or at least the videos posted was in Chinese characters, but when you slowed down the video or pause it, the fire engine's number 9, and it has Los Angeles on it, so it obviously happened here in California at some point in the USA ,
Yes, what Yanni wrote as the building clearly shows commercial exchange so he jumped from the freeland hotel. Maybe not every jump makes the news though.
