I'm a blackout for days alcoholic and I lived on the 18th floor, had a balcony with a really short rail, like just above the knee. Was scared to death I'd stumble out there and just flop over one day.

That was 18 years ago and I'm still a drunken fool. I live on the ground floor now.
thinking the same thing! ground floor and my balcony fence is about more than half my height so no chance.
