Bigger explosion power doesn't always mean more death. Shrapnel bombs and grenades have a smaller explosion but they spread sharp shrapnel in every direction. Meanwhile bunker buster or "pressure"-grenades have a much bigger explosion but no shrapnel, in open space they're not the most dangerous grenades (regularly used as practice live grenades for this reason), but in tight spaces like bunkers or tiny rooms, the strength of the explosion is enough to kill everyone inside.
