Looks like the first guys head rolls past at 1:21, after the 2nd body and on the same trajectory. Maybe his head was loosened / ripped during ejection, then when his body hits the stationary car, the head is unsupported and breaks free to roll past the camera.

Driver of stationary car shows up, looks at the headless body and his broken grill and says "now who is going to pay for this?"
