If you look closely, towards the beginning he even lifted up his head to let the executioner get a good grip.

His eyes did in fact move. Look at his eyes before the head is removed. They seem to go into a "knocked out" look then they roll back into the head. As the head is being placed on his back you can see him "come back" or regain consciousness before finally dying off. There is a "execution documentary" here on the site that suggests the brain is capable of 60 seconds of life after having the head removed if i recall. Either way his eyes totally moved.
