Because she wasn't paying attention to the little kid, nice parenting. That's the Chinese for you, life means nothing to them. If that was the US, England, or Russia, people would have helped. The mother deserves to be punished for not watching a 2 year old near a road, especially in china where people can't drive for shit. And dogs are awesome. Mine is truly my BEST friend. I was talking with a guy from China and he admitted to how people were like that. If they see a woman being attacked by a grown man it isn't worth it to them to help her. They would just watch her get beat to death. I'm glad America doesn't have this mindset.
