Because the system is so corrupt and the guards aren't paid enough. Just like the Cell Phones, Drugs and Booze in the American prison system. Seriously though, I knew a guy who did time in a Mexican prison. If you have money and are in for the most innocuous thing, it can be a simple ride. If you're in for anything bad or not ganged up, you're toast. |
