My attempt to reconstruct the accident scenario from the video:

• The two vics were peds hit by that truck.
• The woman was knocked out of her sandals and thrown into the shoulder, probably by the truck bumper. She died where she landed.
• The man got sucked into the gap between a rotating truck tire and the wheel fender. The spinning tire skinned his legs. That tire forward of the gap has a wash of blood across it's outer face.
• The truck had to back-up a few times to extract the man from the gap, and in the process shifted away from the road shoulder and the flesh smears on the road.
