So you can spot the 1.01mm difference between the 2 rounds in scalp/cranium wounds in a picture? Yeah, I didn't think so. Chances are much better it's a 9mm just due to the lower cost alone for 3rd world Police depts. |

You can worry about ethics later, barring whether or not the cops know these characters to be total criminal vermin to start with. |

Third world or not, 9mm is hands down the best balanced round when considering all possible factors. Subjective arguments aside, most North American and European police officers carry a 9mm, it is the NATO standard, and is the highest selling pistol round among civilian shooters.
