By the look of all Muslims in the crowd and the Islandy appearance of the place, I'd say it's Indonesia. As for their crime, more often than not it has to do with some Sharia infraction like eating Snickers bars after 8pm or the like, so all of this looks pretty well deserved.

The police fire a round at the end as if to save their lives. Kangaroo courts are legal in some countries where the community is often remote and poor and outside of the larger cities jurisdiction.
