Night time accident. Tiny brake light on scooter. Can't really tell, but does not look like scooter riders have on any bright, reflective, high visibility clothing. Speeding vehicle. Why was the vehicle speeding at a traffic light & intersection with congested roads? Also looks like speeder took off as in hit & run.
