It has to do with brain signals...sometimes they make the body stiffen and spasm and other times the body just shuts down like a switch was thrown. I'm sure there's a far better technical explanation.

he wasnt even in the ball park of fast enough seemed ill prepared and not relying on his intuition about the bad guy

Probably because cops wear vests and shooting anywhere else is still going to end in him at least going to jail for pretty much the rest of his life, and the cop would eventually pull his pistol and ventilate him.. honestly I dont think where you shoot should matter, lethal force is lethal force, head shot changes nothing but how fast he stopped the cop from drawing a weapon.
