This is similar to the justice my great grandfather used down on the border fighting Apache's and feisty Mexicans. Sometime the law moves too slow. The Cartels need to have a worry. The Mexican military is not much of a deterrent. Their military would rather beat up on their innocent citizens and those people who are coming from South America.
