Yeah, we've seen that type of intervention in Brazil, and the Good Samaritan usually ends up with a bullet in the face for their trouble. It's very likely that they had already called the police and were merely videotaping the events as they unfolded. Even the emergency operator will tell you not to approach for your own safety.
