The bystanders were definetly timid, but I think the victim was just in shock and expected someone to step in and help. They kind of wave their hands like "hey! I might be fucked here, help!" and was knocked unconscious at the same time, looks like it only took about 10 seconds in total. The psycho had an efficient method of cutting off the blood flow in those cartoids.
