It's called living in a third-world shithole where people's lives are worth nothing, so companies don't have to bother with proper safety equipment/rules.

I'm sure most people have done something or experienced super fast thoughts. Or decisions. Many times it's hard to judge the actual time.

I played basketball for nearly 20 years of my life. It's amazing sometimes when you have picked up your dribble and jumped for dunk or layup, but decide it's too contested, how many ideas your mind not just sees but analyzes. And you know exactly how much time has passed unless you're Michael Jordan.

That guy probably thought about 5 ways to get out of it, had a moment of acceptance, then sadness, thought about his wife reading his messages, and how this will effect his children. All in about 2 seconds.
